You forgot to mention whether she was spayed or not. If she hasn't been spayed, then she is probably urine marking which is a hormonal behavior. Spaying will help.
As for re-training a cat to use the litter box, limit her access to places where you don't want

You really need a professional to fix this. It could be anything from a hose that needs replacing to a seal that's bad to a hole in the drum. You need a friend who is handy or a repairman.
