Its a 66 chevy and It does have lap belts currently I am exempt from emissions because the car predates the emissions testing, so does the same apply with a seat belt law? If the car predates seat belts or shoulder belts am I exempt from that law?...
Most state laws state that a driver must wear the seat belts provided by the automobile manufacturer, therefore, if your 66' only has lap belts - you must wear them... You may, however, have shoulder belts installed....

300000 Honda Pilot SUVs Recalled For Seat Belt Issues, Potential Lawsuits
Consumer Reports recently explained that “The U.S. National Highway Traffic Safety Administration and American Honda have issued a recall of 2009-2011 model year Honda Pilot SUVs for concerns over the sport utility vehicles' front seat belts.” According to that recall announcement, Honda and the NHTSA explain that the “stitching that holds the driver's and front passenger's seat belt to their respective anchor webbings may be missing or incomplete.”
Consumer Reports explains that these seatbelt defects may increase the risk of injury during a crash by giving way and allowing the safety restraints to detach from their anchors. According to product quality resource, there are approximately 311,000 Honda Pilots on the road that may have this defect. However, the auto manufacturer is careful to note on their website that “No injuries or deaths have been reported related to this condition.

Waikato Police are concerned the message isn’t sinking in following the latest alcohol related fatality on the District’s roads claiming a young man’s life near Cambridge on Sunday.
District Road Policing Manager, Inspector Leo Tooman, said though the crash is still under investigation, it appears speed, alcohol, not wearing seat belts and driver inexperience were all contributing factors.
“We’re still awaiting toxicology results to confirm if the driver, 17-year-old Shannon Robert Waaka, had been drinking before the crash, which happened on Leamington’s Browning St around midnight on Sunday.
“In addition to Mr WAAKA’S death, a 20-year-old man travelling as a front seat passenger in the car was critically injured and is currently in Waikato Hospital’s Intensive Care Unit.”
Mr Tooman said two other passengers from the car were also taken by ambulance for hospital treatment.
